Andrew C. Gilboy
Senior Partner
Andrew Gilboy is an international development specialist whose work
includes design and evaluation of donor programs with a concentration
on education, health, human resources and performance improvement.
He has designed and conducted training needs assessments, impact
evaluations and organizational assessments in the health, education
and agricultural sectors. Mr. Gilboy is an experienced trainer and
facilitator having designed and led workshops and retreats in both
French and English for senior officials from NGOs, donors and multinationals.
He has worked throughout North and Sub-Saharan Africa, the Middle
East and in Eastern Europe. He is fluent in French and Wolof.

Glenn Slocum
Senior Partner
Glenn Slocum joined AGChange as a Senior Partner in 1997, when he
retired as a senior Foreign Service Officer with the U.S. Agency
for International Development after 28 years of service. He was
USAID Mission Director in Burundi from 1990-1993, Director of the
Office of East African Affairs from 1993-1997, and spent four years
representing USAID at the OECD's Club du Sahel in Paris. He has
extensive experience in strategic planning and evaluation, program
management and project evaluation, crisis management and donor coordination.
He conducted a donor coordination study for UNDP in Ethiopia, helped
USAID Missions in Africa with long-term development strategies,
managed and evaluated programs in democracy, conflict prevention,
food security, health and HIV/AIDS prevention, and carried out a
study of USAID's Office of Transition Initiatives. Mr. Slocum is
fluent in French.

Felipe Tejeda
Senior Partner
Felipe Tejeda is an international development specialist in sustainable
development programs in developing countries. He provides development
expertise to clients in agriculture, environment and natural resources
management programs, social impact assessments, rural micro-finance
design and evaluation, education and human capacity development,
NGO and CBO organizational development, institutional performance
improvement, HIV/AIDS policy and program design for public and private
sector clients, and the use of technology for development programs.
He has designed, implemented and evaluated numerous social development
programs, including poverty alleviation and participatory development
activities funded by the World Bank, the African Development Bank,
UNDP, UNSO, USAID and the Peace Corps. Mr. Tejeda assists corporate
clients active in the resource extraction sector in Africa with
corporate-community relations, pre-investment due diligence and
social impact assessments and social investment and sustainable
development strategies. He is fluent in French.

Gary A. Walker
Senior Partner
Gary Walker is an international development consultant with more
than 35 years of professional experience working with both the public
and private sectors. He has assisted the World Bank, UNDP, African
Development Bank and USAID in the identification, appraisal, management,
implementation and evaluation of development projects and programs
in Africa, Asia and the Caribbean. His multi-disciplinary experience
embraces development policy analysis, planning and programming;
institution-building, human resource development, post-conflict
reconstruction, social capital and enterprise development and the
links among such issues as poverty, gender equity and environmental
sustainability. He also has prepared political and economic risk
assessments of African countries, analyzed economic and social issues
related to potential investments and advised on management, marketing
and human resource issues for corporate clients, especially in the
mining sector. He was also a regular guest lecturer at the U.S.
Foreign Service Institute when resident in the United States and
chaired the 20-week francophone Africa Advanced Area Studies course
on three occasions. He has also lectured on African economic and
political affairs at universities in the U.S. and in Africa. He
is fluent in French.
